In follow up to the cancelation of IANA Contract RFP last month, the United States Department of Commerce (DoC), National Telecommunications and Information Administration (NTIA) have just issued solicitation of the contract.
Due to unusual behaviour with the operation of its TLD Application System (TAS), ICANN announced today that it has shut down the system until Tuesday. ICANN has also extended the submission deadline: "In order to ensure all applicants have sufficient time to complete their applications during the disruption, the application window will remain open until 23:59 UTC on Friday, 20 April 2012."
"ICANN ethical conflicts are worse than they seem," says Beau Brendler, chairman of the North American Internet user advisory committee to ICANN (NARALO), in an op-ed post published today. Brendler writes: "Whatever might be said about outgoing ICANN CEO Rod Beckstrom, Internet users worldwide should be thanking him. Last week in Costa Rica, at the organization's 43rd meeting, Beckstrom blew a harsh blast of cold Arctic reality into the room about the board's conflicts of interest.
Efforts to take down websites for copyright infringement are likely to move beyond U.S.-based domain name registries, with ICANN promising to more closely cooperate with global law enforcement agencies and governments. During an open session with the Government Advisory Committee (GAC), the ICANN board confirmed that it will enforce its contracts with registrars more effectively in order to meet expectations from governments and law enforcement authorities.
ICANN has appointed IID President and CTO Rod Rasmussen to its Security and Stability Advisory Committee (SSAC). An area that Rasmussen's work and recent SSAC reports have both covered in-depth is domain name hijacking. Recent hijackings against UFC.com and Coach.com, and similar past attacks against CheckFree, Comcast and Twitter have heightened awareness about the security dangers with the Internet's infrastructure.
ICANN needs to strengthen conflict-of-interest policies for its board of directors, said Rod Beckstrom, CEO, in his opening remarks during the organizations 43rd public meeting in San Jose, Costa Rica. "It is time to further tighten up the rules that have allowed perceived conflicts to exist within our board. ... ICANN must place commercial and financial interests in their appropriate context," said Beckstrom, who plans to step down in July. "How can it do this if all top leadership is from the very domain name industry it is supposed to coordinate independently?"
The United States government has cancelled IANA Request for Proposal (RFP) SA1301-12-RP-IANA according to an updated page made today on the FedBizOpps website. The change -- time stamped Mar 09, 2012 2:44 pm -- states: "The Department of Commerce intends to reissue the RFP at a future date, date to be determined (TBD). Interested parties are encouraged to periodically visit www.fbo.gov for updates."
McDowell, commissioner of the Federal Communications Commission, in an op-ed in the Wall Street Journal writes: "On Feb. 27, a diplomatic process will begin in Geneva that could result in a new treaty giving the United Nations unprecedented powers over the Internet. Dozens of countries, including Russia and China, are pushing hard to reach this goal by year's end. As Russian Prime Minister Vladimir Putin said last June, his goal and that of his allies is to establish "international control over the Internet" through the International Telecommunication Union (ITU), a treaty-based organization under U.N. auspices."
ICANN announced today that after over seven years of planning, the organization has initiated the process for accepting applications for new generic top-level domains (gTLDs). "We believe this program will do what it's designed to do, which is open up the Internet domain-name system to further innovation," said Rod Beckstrom, ICANN chairman, during an event at the National Press Club in Washington today. ICANN will not delay the launch of its much anticipated program to create hundreds, possibly thousands, of new Internet extensions, nor run a limited ‘pilot program’, as reported today by Kieren McCarthy of .Nxt. "Steve Crocker [ICANN's chairman] admitted that the organization’s Board will be holding a special meeting in the first week of January and that the meeting’s focus will be the launch of the new gTLD program the following week." However that meeting will not consider a delay or limited rollout option.
In response to the Washington Post's December 11 article title "What's the .rush?", directed at the expansion of new TLDs, Rod Beckstrom, ICANN's President and CEO has replied in a letter to the Washington Post stating: ""The program of the Internet Corporation for Assigned Names and Numbers (ICANN) to open the Internet to new top-level domain names (TLDs) has been anything but rushed..."
ICANN's expansion of top-level domain program faced a second hearing today (see last week's Senate Committee hearing here), this time by the Subcommittee on Communications and Technology of the House Energy and Commerce Committee. During the hearing critics once again warned that ICANN's January roll-out of the program is not adequately developed and it should be delayed. "I don't think this is ready for prime time," said Representative Anna Eshoo, D-Calif.
Kevin Murphy reporting in DomainIncite: "NTIA boss Larry Strickling has come out in support of ICANN and its new top-level domains program, warning that its opponents 'provide ammunition' to authoritarian regimes. Speaking in Washington DC yesterday, Strickling warned that organizations fighting to put a stop to the new gTLD program risk provoking a UN takeover of the internet."
As previously noted, the U.S. Senate Committee on Commerce, Science, and Transportation today held a full committee hearing on ICANN's expansion of top level domains (TLDs). The hearing was held to examine the merits and implications of the program and ICANN's efforts to address concerns raised. ICANN will begin accepting applications for new TLDs on January 12, 2012.
On Thursday, December 8, the U.S. Senate Committee on Commerce, Science and Transportation will host a full committee hearing on "ICANN's Expansion of Top-Level Domains." According to the Committee's website, the hearing will "examine the merits and implications of this new program and ICANN's continuing efforts to address concerns raised by the Internet community."
